With more than 25 years of experience in the heavy-lift industry, Ray has helped strengthen crane operator, rigging and signal person instruction, training, testing and certification programs. Drawing on his work with NCCER, NCCCO and CIC partners and educational providers, he collaborates with contractors, educators, training sponsors and industry associations to expand access to NCCER’s nationally recognized crane certifications.
David Applegate
Owner & Lead Consultant of Rig Tex Training and Consulting, LLC
Rig Tex Training and Consulting, LLC, is a mobile training and certification service based in Alvin, Texas. With nearly four decades of hands-on experience in the crane and rigging industry, David Applegate specializes in delivering high-caliber mobile instruction that equips companies and workforce professionals with the skills and certifications needed to operate safely and effectively.
David’s career began in 1989, giving him a comprehensive, ground-level understanding of the industry. Over the years, he has served in nearly every critical role in the field, including crane operator, rigger, truck driver, job coordinator, and safety coordinator. Transitioning his field expertise into education in 2013, he previously spent 14 years as the Corporate Trainer for a major Houston-based crane and rigging company, where he successfully designed and led a premier rigging apprenticeship program.
A recognized authority in technical training, David has served as a Subject Matter Expert for NCCER for seven years and conducts initial audits for NCCER crane and rigging programs. He holds top-tier NCCER certifications, including Master Trainer and Program Administrator. Passionate about professional development and industry safety, David remains dedicated to helping men and women build and advance rewarding careers in crane and rigging.
